>> you will notice as we go through watsonville, the central coast looking at moderate rain. a break around 680, 580. dry in the livermore valley. and 580 in oakland, you are looking at wet weather. it's breezy and the forecast throughout the rest of the day calls for the shower activity mainly through about 10:00. then by noontime we see more sunny breaks. it will be dry for the bulk of the afternoon. but there's at weather system offshore. it will bring the threat of showers to the second half of your weekend. in fact, our accuweather seven-day forecast shows multiple chances of rain in the upcoming work week. stay tuned for that. matt. >> all right. thank you, lisa. the oversaturated earth could not keep a massive tree from toppling over in marin county yesterday. the tree fell from the yard of a home own who are said he's glad it fell away from his home.

>> i was sitting here and started hearing branches and that's always a bad sign. then i heard more and big branches and then there was a rooom! >> crews estimate it was about 200 feet tall. >> despite from tree and other problems in the north bay, the storm brought very welcome news, as well. abc7 news reporter cornell bernard as the details. >> rain-slicked streets greeted drivers. there's a lot of water rushing down the hillside, but it's nothing compared to this. an astounding amount of water is flowing down this spillway into alpine lake from the dam, which is now completely full. last month marin's water supply was look downright desperate. >> the water situation we are in now is a lot better than it was a month ago. we had 20 inches of rain in the month of february. our average for february is 9.

>> she said that's not a record, but it's the most rain marin has seen over one month in 20 years. >> it's amazing. same super glad the rain has finally come. >> john and his son came up from fairfax to check out the reservoirs spilling over. >> what do you think about all the water up there? >> i think it's quite amazing, considering that all the lakes have been so dry lately. >> he's not kidding. this was a reservoir last december look for like a desert. since then the water supply has gone from 40% to 70% of normal. >> does it mean the drought situation is over here in marin, at least? >> we are still asking our customers to voluntarily cut back their water use by 25%. >> water officials will reassess their needs in april, but for now they are thankful for a brand new supply. in marin county, abc7 news. the rain wreaked havoc on the commute last night.

there is highway 17 in the santa cruz mountains where drivers dealt with slick roads. the white ford focus slid off the road and rolled over. tow trucks were called in. this bmw lost control and slammed into the guardrail. chp had to shut down some lanes while they moved this car often the highway. the high surf in impacting fishermen along the san mateo coastline. fishermen braced for 15 to 20-foot waves along the coast from pacifica to big sur. that's where strong rip currents and sneaker waves could sweep people and pets out to see. the fishermen said it's had an impact on their catch. >> the surf, being what it is right now, not catching any crops in the front. that's why all of them are all the way out there. >> in santa cruz, the waves broke through part of this home's foundation, creating a blow hole in the driveway. this storm is dumping snow in the sierra. here's how it looked on interstate 80 last night. chains are required on all

vehicles except four-wheel drives. you will need chains if you are headed up to tahoe on highway 50. you see the heavy snow coming down on 50 at twin bridges. track the rain in the bay area using live doppler 7hd and our weather app. you can download it on our website abc7news.com/apps. >> in southern california rivers of mud flowing off baron hillsides have caused mandatory evacuation of nearly 1200 homes near the san gabriel mountains. area is recovering from a recent wildfire and with no vegetation to hold back the soil, as much as heavy rain, as much as 8 inches yesterday, is carrying a lost degree bring down the it hill. >> a 34-year-old man was struck by lightning in fresno county. he was looking for work on an oil derek. he was found unresponsive. the man had injuries consistent with being hit by lightening, including having exit wounds on his feet >> developing news out of san rafael.

one person is injured following a shooting at a restaurant. it happened after 1:30 this morning. it was on b street. a man wearing a dark hooded sweatshirt walked into the restaurant and shot another man several times. the victim was taken to the hospital. no word yet on their condition. the suspect did get away >> developing news out of oakland this morning. a car slammed into a house. happened at a home on cooledge. authorities say a car coming down a hill lost control and hit several parked vehicles. that car then slammed into the garage of a house. authorities say the car also took out a utility pole, as well as a gas line. >> our initial reaction on scene was to evacuate ought the initial structures and the two adjacent structures as well and create an isolation zone until we can get the gas and the electrical secured. >> as soon as i opened the inside door to the garage i heard the gas and the car running and that's when i actually got pretty panicky and

woke everybody up and got the dogs out of the house, at least in the backyard. got the family out. >> the people who lived at the home were not injured. the driver who did hit the car, got away. >> officials are searching for thieves who made off with $400,000 of jewels in san carlos. happened on walnut street just before 6:00 last night. the victim was in town for a jewel show. four men robbed him of the jewels and got away in an s.u.v. the man was not hurt. >> a man is suspected of murdering a 16-year-old fairfield girl. the men were booked on murder and criminal conspiracy charges. two already in custody on separate drugs and weapons charges. naomi rojas was found shot to death february 15th behind her home. that was on phoenix drive. investigators do not believe she was the target of the shooters. four men are in jail this morning on weapons charges related to thursday's shooting on 580 castro valley.

as we first reported on twitter, at least seven shots were fired at this black s.u.v. traveling westbound. they shut down a portion of 580 to look for clues, causing a massive traffic jam. when the suspects were arrested, the officers found a lot of stolen weapons. road rage is the apparent cuss -- cause of the shooting. >> there won't be any advance testing this may at milbrae high school. they were decertified. they got in trouble last year the way they administered the a. p. exams. the school had to toss out testing results because the students faced each other while taking the exam. that's a violation of testing rules. >> drivers over the golden gate bridge will have to fork over another dollar starting april 67th. those with fast track will pay 6 those, those without will pay seven dollars. the bridge district is trying to recover a $142 million deficit.

>> good morning. here's a live look at doppler 7hd. the radar is showing some rain in parts of the bay area this morning. the south bay may get hit a little bit. that's where some of the heaviest rain is offshore there. lisa argen will have details in your accuweather forecast coming up. it's official, governor jerry brown has launched his campaign for re-election. he arrived at the courthouse yesterday to file his papers with the registrar of voters. brown is seeking his fourth term of governor. he's already the longest serving governor of california. he held it from 1975 to '83 and was elected to the state's top post again in 2010. brown is 75 years old, loves his

job and says he can't imagine doing anything else. >> facebook is offering to pay menlo park $70,000 to pay for a police officer at the station. the officer would work with the local schools and work with large businesses to improve their security. city council is set to take up the issue on tuesday. apple wants to change the way we drive. the cupertino based company will put their first in-car operating systems in some nice vehicles, mercedes-benz, volvo and ferrari. they hope it will allow them to get the race up in the race that dominates tomorrow's smart cars. >> with gas prices on the rise again, it's all about miles per gallon.

the weather but it's all about the excitement of hollywood's biggest night. here's other live look at the dolby theater on hollywood boulevard where the oscars will be heli. it's all covered up for the red carpet. maybe some of the most popular items worn on the celebrities tomorrow night will be plastic bags. no, i'm sure they will have designer raincoats if they need it. they will be covered up. katie marzullo is in l.a. covering the academy awards for us all weekend. >> it's mother nature versus oscar in l.a. only a thin layer of plastic protects the red carpet from the rain. and in the heaviest downpours, they race to keep water pooling on the tent in case they are wearing a golden raincoat: there are nine films nominated for best picture, including "captain tips," her, anybody, and the wolf of wall street.

abc7 is the only place you can see the oscars tomorrow. coverage begins at 2:00 p.m. visit abc7news.com and click on count down to oscar sunday. there is a ballot so you can choose the winners. oscars 7 is tomorrow here on abc7. we saw the live look in l.a. we will check in with lisa argen. how is the forecast look for tomorrow for the oscars there, lisa? >> it's improving. in fact, it will be improving everywhere, even here, northern california. but the heaviest rain is along the central coast where we have gusty winds and the activity offshore. monterey and big sur, not only the possibility of heavy rain there but mudslides. this was the burn area down by big sur. this is just off the coast. it continues to spin and allow the showers to be pulled southward throughout the rest of the morning hours n the north bay we have rain from no caught toe to forest noels. lighter returns out toward richmond and berkeley. san francisco. very light showers. a few sprinkles.

dry over into the east bay. and much of the south bay is looking at light rain now from san jose and south. we will look for the activity to continue to pull south. notice morgan hill and gilroy looking at wet weather. you put this in motion you notice the activity will -- it's going to wraparound as the low pulls south. as it continues to sink, we will dry out and look for a few sunny breaks throughout the day today. emeryville right now, 54 in san francisco with 51 in los gatos. view from our sutro camera. you can see it's beginning to be day light with 54 concord, 52 napa. here's another look at the storm center offshore. it's continuing to wish right along the coast. it's pulling south. and with that, as it heads into the burn areas, the possibility of some flooding there and rockslides. but for the bay area just a slight chance of the possibility of wind damage here because things are really winding down.

from our roof camera, the forecast then, morning showers, sunny breaks this afternoon. chance of showers throughout the day tomorrow. a slight chance and then more rain throughout the work week next week. here's a look at the rest of the day today. notice things begin to brick up, quiet down, and by noontime we are looking at part hi sunny skies and by 6:00 the possibility of just a few showers. as we go into tomorrow, look for the possibility of more north bay showers maybe in the santa cruz mountain. the we can system gets awfully close. overall we look for the activity to continue to become more widely scatter. so here's where the risk, from southern monterey bay to the big sur coast really is throughout the day today. in fact the next several hours as more heavy rain hits this area and the high surf advisory along the central coast with westerly swells15 to 18 feet, breakers possibly up to 20 feet. dangerous conditions along the coast. by the afternoon we are looking partly sunny, a slight chance of

>> we are starting this half-hour with a quick look at the weather. here's meteorologist lisa argen. she's live on the rooftop of the broadcast center. how is it looking out there? >> breezy and cool. most of the activity is sinking south. we have light rain around the bay area. it shows from vallejo to point raise, look at the shower activity. the heaviest rain into the south bay. lighter showers from napa to petaluma. we are looking at the heavy showers offshore. santa cruz, boulder creek this morning light rain as the area of low pressure sinks south. the higher elevations looking at the heavy rain burks milpitas, not much going on. dublin and san ramon, you are dry. for the bulk of the morning hours, the heaviest rain will be to the south of us along the

monterey big sur coast. possibility of a few showers continues to about 9:00, 10:00. then we will see a sunny break and a dry saturday afternoon. another weak semenov offshore. it brings another left lane for the second half of your weekend. but it is still pretty dicey out there south of us. so we are going to talk about rainfall and the projections for the weekend and the week ahead, which includes more of it as we come back to you in a few minutes. matt. >> we need it. thank you, lisa. we've seen some wild weather but people in yellow county dealt with a tornado warning that almost turned into a reality. a viewer captured this funnel cloud near interstate 5 around 6:30 yesterday evening. it was about halfway to the ground from its base, triggering a tornado warning for the area. the tornado warning expired around 7:00. there were no reports of the funnel of reaching the ground. the wet weather has been a welcome sight in the north bay. check this out.

an astounding amount of water. there was a lot of water falling down a spillway in alpine lake from the dam wishes is now completely full. the rain is a relief for city officials who say they were desperate for some water. >> the water situation we are in right now is a lot better than it was just a month ago. we had 20 inches of rain in the month of february. our average for february is 9. >> water officials say despite the rainfall, they are still asking customers to reduce their water usage by 25%. the wet weather caused several trees to come down in the east bay. in danville this tree blocked the road up to the eugene o'neal national historic park sight yesterday. one of the morning tours was cancelled since the road was unpassable. just up the hem, at tree took out power for several residents. >> i think it took two hours before they got here. and i don't blame them. it was pouring down rain. there was no way i would expect them to be here sooner. >> and a roof collapsed at a plastic bag factory. that was in san leandro. most of the water was not from

the rain but from a busted fire sprinkler systems. >> small towns in the santa cruz mountains were whipped by strong wind gusts and heavy rain. residents are dealing with runoffs, flooding, mud and slides. david louie reports from scotts valley. >> reporter: storms bring the unexpected, such as a tree toppling over and landing in the middle of a road. crews had to cut up the ball pine so traffic could use the road near the coastal town of davenport. >> i think the crews got out there and cleared the trees quickly. i didn't hear about that many power outages. very small areas. nothing major. we didn't get the winds that were forecast either yet. >> however, pg&e crews fanned out to be ready if fallen trees or winds did rip down lines. the heavy winds also created demand for sandbags. there was a welcome road just as there was a flooding problem at this home in boulder creek. >> my garage is a little bit flooded or a fair amount flooded. yeah, i try to keep it from really taking over.

>> you know this kind of rain was due sooner or later. >>, it's great. don't get me wrong. it's absolutely great. >> and as forecast, the mountains experienced strong wind gusts. >> i was up near bonnie dune and it was wailing at the hill and lovely and fun and exciting. >> tree crews are busy trying to prevent tree limbs from snagging utility lines. it kept richard busy all day. >> good for business. we need the rain. whenever it rains, there will be more fall-overs so we will probably get a few more down. >> the rain added three or four inches of rain. rain to the mountain residents . however, three inches is only enough water to satisfy the drinking water needs of the stiff santa cruz for one day. in scotts valley, david louie, abc7 news. >> the storm that dumped rain in the bay area has been a welcome sight in the higher elevations but the rain brought dangerous conditions along interstate 830. -- 80.

at one point a pickup truck pulling a trailer lost control and clipped a big rig. the driver of the pickup was the only one in the vehicle. he was taken to the hospital. despite the slick conditions some say they are glad for the storm which dumped heavy snow at times. >> we need about 50% more precipitation than we are getting but we will take what we can get. >> we need the snow, and lord knows we need the snow. >> a thursday snow survey showed dismal numbers with the sierra still at about a quarter of its normal snowpack. this week's rain still isn't enough to end the drought. this is sky video of phoenix lake reservoir in marin county. officials say reservoirs there are at 70% of capacity. it's usually around 88% this time of year. they will re-evaluate in april, but officials say because of the rain, it's unlikely they will require mandatory rationing. meanwhile the public utilities commission has ordered water companies to ask their customers to voluntarily reduce water by 20%. and the weather service announce wed have now moved from the worst drought in california history to the second worst.

in calistoga, mandatory water restrictions begin today. homeowners with odd-numbered addresses will only be allowed to water their yards on tuesdays and thursdays. and those with even-number address will be restricted to monday and wednesday. residents are also being told to run appliances only when full. and hosing down patios, driveways and sidewalks will be prohibited. violators will face fines starting at $50. they hope it will reduce water consumption by 20%. the storm we got is also causing big problems in southern california. several communities have been evacuated due to the threat of flooding and mudslides. in glendora, some degree by -- some debris broke through barriers, but so far no serious damage has been reported. a man and two dogs had to be rescued after they got stuck in a tree in the middle of the los angeles river yesterday. crews used ropes and a raft to pull them from the water. all three made it safely back to land.

continuing to push into watsonville and cap tolla as the low heads south. further east in hollister and morgan hill where we have lighter rain. notice the trajectory. it continues to push up some showers even into the north bay. but the track of the low is to head into southern california. so we will be looking at some breaks, more breaks throughout the day. take a look at san francisco over into the east bay. nothing going on there. but we have rain from antioch to discovery bay, up through vallejo. napa and petaluma looking at light rain, as well as bodega bay. winds out of the east anywhere from 10 to 25 miles an hour. it is breezy and it is cool. sutro tower, cloud cover, temperatures about 52 in napa, 56 in livermore. our forecast highlights calling for the light rain showers mainly across the bay this morning. heavier rain south. then sunny breaks.

we will look for another chance of rain tomorrow. and then more rain chances into the middle of the upcoming work week. hey, that's march. here's a look at that area of low pressure as it continues to pull away from northern california. but still the counter clockwise flow of pushing up some showers into our region, the next weather system will miss us but allow for the possibility of a few light showers. so in the next couple hours, notice all the breaks in the north bay. still showers from the the peninsula, the santa cruz mountains, and by the average and evening hours we are relatively dry. as we go into the rest of the afternoon tomorrow, looking at a few showers popping up. they should be light. but still a partly cloudy to mostly cloudy afternoon for your sunday. we will get a couple breaks for the early part of the week. but as the heavy rain sinks south in the burn areas here, the mountains and the national forest we are looking at still a flash flood watch for the next couple hours. high surf advisory remains

throughout the day from the san mateo coast with wave heights up to 20 feet and temperatures today from the mid-and upper 60s. you know in a little sunshine and we will have a mild afternoon. mainly from the south by into the santa cruz mountains for the showers. tomorrow looking at a now showers, low 60s. but as the day goes on it should be a little dryer there. the accuweather seven-day forecast, morning showers for us, the heaviest south. we will look for a slight chance of showers tomorrow. dry monday and tuesday. north bay showers possible wednesday. everyone could get wet on thursday and dry interest friday. notice it's feeling like spring with temperatures near 70. so things are winding down locally around here. but it is still awfully wet on the roadways and breezy out there. if you are headed out for a bike ride or run, you need to bring the jacket and be careful. but sunny breaks on the way. matt. >> thank you so much, lisa. in sports this morning, the stanford football team will hold their first open spring practice
